杨河清  教授,博士生导师,经济学博士,男,现任首都经济贸易大学劳动经济学院院长,兼任中国劳动学会副会长、中华全国总工会法律顾问委员会委员、中国人力资源开发研究会常务理事、中国人力资源开发教学与实践研究会分会副会长、中国劳动关系研究分会副会长、中国劳动科学教学研究分会副会长、中国社会保险学会理事、中国企业家协会雇主工作委员会委员、北京市劳动和社会保障学会常务理事、北京国际金融学会常务理事、北京国际贸易学会理事、北京市人才交流协会特聘专家、北京市高级职称评审委员、日本日中社会学会会员。
    1982年1月毕业于北京经济学院,留校工作。在劳动经济系任教的同时,先后担任校团委副书记,劳经系党总支副书记,劳经系党总支书记。 1984 年被评为北京经济学院优秀党员,同年被授予北京市先进工作者称号。  
    1988年至1998年受学校派遣三次赴日本流通经济大学进修、攻读硕士、博士学位。 到日本留学以前,在教学、科研工作岗位上十分活跃。是我国人事管理学、西方文官制度、中国古代官吏制度、人事心理学等课程最早的授课者之一。与他人合作完成的科研课题《家庭雇工研究》获北京市哲学社会科学政策研究成果一等奖;担任《中国劳动人事百科全书》副主编,策划、设计、组织撰写了该全书;主编出版了我国第一部《人事管理学词典》和《实用企业经营词典》;是日本著名学者岛田晴雄著《劳动经济学》的主要译者;是《人事管理》( 1985 )、《人事管理学》( 1986 )等教材的骨干执笔人。此外,还合著出版了《中国古代用人趣谈》,参与 “ 诺贝尔经济学奖获得者丛书 ” 、 “21 世纪文库 ” 、 “ 企业家丛书 ” 等系列译著、专著的立项、出版策划,任编辑委员。
在日本留学期间,主修了劳动经济方向、日本经济发展史方向、金融方向、物流方向等领域的课程,博士论文《发展中的市场 —— 中国股票市场的成长与特性 —— 以日本市场为中心的国际比较研究》分别收于流通经济大学图书馆和日本国会图书馆。参加过多次国际研讨会,并做过主题发言。在社会实践方面,先后在 NEC 计算事业部,尼奇超市集团,横田产业,涩谷市场调查株式会社等企业担任过多种管理工作。
    1999年留学归国后,担任了本科生、研究生的 “ 人力资源管理 ”“ 劳动科学体系通论 ” 、 “ 劳动经济学 ” 、 “ 货币银行学 ” 、 “ 社会保障学 ” 、 “ 证券经济学 ” 、 “ 日语 ” 、 “ 比较公务员制度 ” 以及外国留学生的 “ 中国劳动 ” 、 “ 中国证券市场的发展 ” 等课程的教学工作。
   截止到2002年底,在《投资研究》、《现代日本》、《首都经济贸易大学学报》、《经济管理与研究》、《中国人力资源开发与管理》、《人口与经济》、《现代财经》、(日本)《流通经济大学论集》等国内外核心刊物发表了论文 22 篇 10 余万字。专著《中国股票市场的发展与特性》一书获得 2000年版北京市优秀图书奖。研究成果分获中国人力资源研究会优秀成果一等奖、二等奖各一项。主编教育部面向 21 世纪人力资源管理专业系列教材之一《劳动经济学》(中国人民大学出版社、 2002 年)。主持完成了北京市哲学社会科学 “ 十五 ” 规划课题中共中央组织部研究课题、劳动和社会保障部研究课题各一项,另外,主持在研与美国密歇根大学国际合作研究项目一项。
    1999年7月起,担任劳动经济系主任, 2000 年 7 月起担任劳动经济学院院长。在任内,劳动经济学科点获得劳动经济博士学位授予权和社会保障硕士学位授予权,人口经济与环境经济学硕士学位授予权,劳动经济学获批成为北京市第一批重点学科之一;获批成为博士后流动站设置单位,同时还组建了劳动经济学院,增设了社会工作专业、劳动与社会保障专业劳动关系方向有效整合了资源;倡导和营造了积极向上、和谐共勉的团队精神与组织文化,从而提高了学院的整体水平,增强了实力,扩大了影响。

Doctor Heqing Yang, Dean of School of Labor Economics, Capital University of Economics and Business, Beijing , China .

He was born in Beijing in 1951. He studied Labor Economics at Capital University of Economics and Business. Since then, he has been working in the same university, as assistant professor, associate professor, and now a full professor at labor economics. From 1988 to 1998 he had been studying in Ryutsu Keizai Economics University and got his Master and Ph.D. degree there.

He had been very active in both teaching and research before he went to Japan . He was one of the earliest lecturers who developed the courses such as human resources management, Western civil service system, psychology of human resources and so on.. The project of housing worker research he charged in won the first prize of Beijing philosophy and social science policy achievement competition. He was the associate chief editor when compiling China Labor Encyclopedia and designed and compiled the book. He published Personnel Management Dictionary and Company Management Dictionary for practice , both of which were the earliest in this area. He was also the main translator of Labor Economics , the book of Shimata, a famous scholar in Japan . In 1985 and 1986, he published Personnel Management and Personnel Management Theory separately. What's more, he cooperated with others to publish Interesting Events in using people in ancient China . He was one of the main compiling committee members in the publishing of Series of the Nobel Economics Prize Awarded , 21 st Century Publisher's “library” , S eries of Enterpriser and so on.

During the time studying in Japan , he had studied the courses of Labor Economics, the History of Japan Economics Development, Finance, Logistics and so on. His doctor dissertation the market in developing ----the growing up and character of China Stock Market---International Research compared with Japan Market , has been collected by Ryutsu Keizai University of Economics library and Japan Congress library. He had taken part in many international seminar and had given speeches. As social practice, he had worked in NEC Computer Factory, Nichi Supermarket Group, Yaokota Industry, Shbuya Market Survey Company as different kinds of manager.

After returning in 1999, he began to teach General Theory of Labor Science System, Labor Science, Monetary, Social Security, Security Economics and Japanese to the graduate students and postgraduate students, as well as the teaching of China Labor and the Development of China Security Economics to the abroad students.

Up to the end of 2001, 18 papers had been published on Investment Research , Modern Japan , Journal of Capital University of Economics and Business , Economy Management and Research , Development and Management of Human Resources in China , Population and Economics , Modern Finance , Ryutsu Keizai Economic University Collections , more than 100 thousands words in total. The book of Development and Features of Stock Market in China was granted with excellent book award in 2002 version. He is the main author of the teaching book Labor Economics (published by Renmin University of China Press). Besides, he has held a project of Beijing Philosophy and Social Science “Tenth Five” Planning. 

He has been working as the director of Department of Labor Economics since July, 1999, and the dean of School of Labor Economics since July, 2000. In his charge of the leader, the school has been entitled the rights of giving Ph.D. degree in labor economics and Master degree in social security. Labor economics has become a key discipline in Beijing . In the meantime, a new discipline, social work has been set up. Internal resources have been regrouped. The teamwork culture has enhanced the average research level, strengthened the ability and expended the influences.
